San Francisco Housing Authority
The San Francisco Housing Authority is governed by a seven-member Board of Commissioners appointed by the Mayor of San Francisco. The Board of Commissioners determines and interprets the policies that govern the Authority, subject to the mandates and the limits imposed by State and Federal law. Commissioners receive no compensation but are entitled to receive expenses, including travel expenses, incurred in the discharge of their official duties.

President Joaquin Torres is the Managing Deputy Director at the San Francisco Office of Economic and Workforce Development where he leads Mayor Lee's Invest in Neighborhoods Initiative to leverage City resources across city departments to maximize positive economic and social impact in low-moderate income neighborhoods and throughout San Francisco's commercial corridors.
Vice President Jaci Fong is the City Puchaser and the Director of the Office of Contract Administration, procures approximately $250 million in materials and supplies and executes approximately $500 million of professional Administration, Risk Management, Labor Standards Enforcement, Fleet Management and the City's Reproduction and Mail Services.
Commissioner Phil Arnold is the Deputy Director for Finance and Administration at the San Francisco Human Services Agency, managing all aspects of Budget, Finance, Human Resources, Information Technology, Contract, Investigation and Facilities for the department.
Commissioner Patricia Thomas is a mother and resident of Chinatown's Ping Yuen who has worked tirelessly on behalf of many communites, often serving as a "bridge" to the African-American community and other ethnic groups.
Commissioner Ted Yamasaki is the Managing Deputy Director of the Department of Human Resources, exercising operational responsibilty for the administration of a merit system and human resource programs for the City and County of San Francisco.

Commissioner Leroy Lindo, a San Francisco Native, is a graduate of Balboa High School and San Francisco State University, where he received his Bachelor of Arts degree in Sociology. He is a retired Commander of the San Francisco Police Department, having served on the force for 32 years. The last three years of his career, he was the Liaison between the SFPD and the San Francisco Housing Authority. He also is on the Board of Directors of Operation Dream, a program that benefits the families who live in the public housing program throughout the year and especially during the holiday season.
