Project-Based Assistance and Moderate Rehabilitation Programs
The Section 8 Housing Choice Voucher Program provides rental subsidies for very low-income households who reside in privately owned rental units and pay 30% of their income towards rent. The balance of the rent is paid by the Housing Authority directly to the owner. The subsidy is tied to the family so if the family moves to another residence, the subsidy moves with them. Participants can also choose to exercise a portability feature that allows them to move to another county or state and continue to use their subsidy with another housing authority. Participants for this program are taken from the Voucher Waitlist.
The Family Self-Sufficiency Program provides coordination and access to job training and other services for participants of the Housing Choice Voucher Program who are trying to become self-sufficient. Participants are required to seek and maintain employment or attend school or job training. As participants increase earned income, and as a result, pay more for their portion of the rent, HUD matches the rent increase with money in an escrow account, which is then awarded to participants who successfully complete the program. Mainstream Vouchers provide rental subsidies for persons with disabilities. Participants for this program are taken from the Voucher Waitlist.
The Veterans Affairs Supportive Housing (VASH) Program provides rental assistance and case management for homeless veterans referred from the Palo Alto VA Medical Center.
The Shelter Plus Care Program provides rental assistance and supportive services for homeless individuals who have long-term disabilities resulting mainly from serious mental illness, alcohol and drug abuse, or an HIV positive medical condition. Case management and supportive services help participants maintain stability in permanent housing. For more information, visit the HUD website. Participants for this program are identified and referred from eligible service providers in Santa Clara County.
The Project Based Voucher (PBV) Program attaches Section 8 rental assistance to privately owned units in new construction, rehabilitation or existing rental housing. Property owners may submit a proposal for the PBV Program to the Housing Authority ONLY in response to an officially advertised Request For Proposals. PBV units are leased to eligible low-income tenants from the Housing Authority's PBV Waitlist.
The Moderate Rehabilitation (MR) Program attaches Section 8 rental assistance to privately owned units which are rehabilitated. Property owners may submit a proposal for the MR Program to the Housing Authority ONLY in response to an officially advertised Request For Proposals. MR units are leased to eligible low-income tenants from the Housing Authority's MR Waitlist.
The Below Market Rate (BMR) and Below Market Price (BMP) Purchase Programs provides in certain cities that developers of planned condominiums or residential subdivisions shall make 10% to 20% of the units available as Below Market Rate/Price to lower income persons. The Housing Authority owns numerous affordable multi-family rental apartments throughout San Francisco County. Through various programs and financing, these units provide below market affordable rents for various levels of low-income households. These properties are managed by Property Management, Inc., (PMI) which is an affiliate of the Housing Authority. The Housing Authority operates a variety of Resident Programs at its senior and family rental apartments. These programs are offered through a partnership with City and County agencies, corporate foundations, fraternal service organizations, service providers, property owners, and volunteers.
