HUMAN RESOURCES MANAGER
EMPLOYMENT OPPORTUNITY
Classification: Human Resources Manager
Salary Range: $78,312 - $95,186 Annually
One (1) regular, full-time benefited position is available.
POSITION SUMMARY
Under administrative direction, performs complex professional human resources and administrative work and is responsible for advanced level management and supervision in one or more of the major functional areas of the Human Resources Division. The incumbent in this classification manages and participates in the development, implementation, coordination and assessment of one or more major functions of the Agency's human resources management which may include, but is not limited to, recruitment, examination, classification, compensation, electronic data management and record retention, equal employment opportunity, employee relations, health and welfare benefits administration, employee safety and workers' compensation; may act as department head in the absence of the Director of Human Resources. Performs related work as assigned.
Under the provisions of Government Code Sections 3500 et seq. (Meyers-Milias-Brown Act), this class is designated "confidential" for collective bargaining purposes. The disclosure of information that could impact interactions between the agency and a union is prohibited by virtue of this designation.
The Human Resources Manager classification exercises general supervision over professional, technical, and clerical staff involved in the performance of the services and activities assigned to the Human Resources Division.
EXPERIENCE, TRAINING, LICENSES & CERTIFICATES
Any combination of training and experience that would provide the knowledge and skills required to perform the duties and responsibilities of the position. A typical way to obtain these would be: A typical way of gaining the knowledge and abilities summarized above is:
- Equivalent to graduation from an accredited four-year college with major course work in business or public administration, industrial relations, or a closely related field;
- AND five (5) years of professional human resources experience in a generalist capacity which has included responsibilities in more than one of the responsibility areas outlined above. At least three (3) years of this experience must have been at the lead or supervisory level, directing professional staff. Experience in a public agency setting is desirable.
- Substitution: Additional professional-level experience as outlined above may be substituted for the college education on a year-for-year basis.
- Sensitivity to and experience working with ethnically and culturally diverse individuals, communities, agencies and organizations which comprise the constituency of the San Francisco Housing Authority.
- Possession of a valid California driver's license, and automobile insurability by the Authority's insurance carrier.
- OTHER REQUIREMENTS
Must be able to travel to various work sites and other applicable locations to meet the Agency's needs and to fulfill the job responsibilities. When driving an Agency provided vehicle, must maintain a valid California driver's license and satisfactory driving record.
- PHYSICAL DEMANDS - Mobility and manual dexterity to work in a standard office environment and use standard office equipment; vision to read handwritten and printed material and a computer monitor; hearing and speech to communicate in-person and by telephone; ability to lift and carry items weighing up to 15 pounds such as files, books or boxes of paper, forms or supplies; mobility to traverse inclined terrain or climb stairs at the public housing developments.
- DISASTER SERVICE WORKERS - All San Francisco Housing Authority employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

SELECTION PROCESS
The selection process will consist of screening the resumes of all applicants and may include preliminary interview with selected applicants to identify those individuals who are most qualified for the position. Those candidates who are deemed most qualified will be invited to participate in an oral interview process established to determine each candidate's suitability for the position. A written examination may be required.
