MORE THAN HOUSING
HOPE SF pioneers a new model for public housing based on the core belief that housing investments must take family needs into account. HOPE SF promises more than physical transformation; it will transform lives by offering residents opportunities to grow and thrive.
To attain our goals for vibrant, mixed income communities, HOPE SF must create a bridge between the immediate needs of existing public housing residents and the future needs of an economically diverse community. Two key staff roles at every development - Community Builders and Service Connectors - will build this bridge.
To enable the service connection model, HOPE SF brings together a wide-ranging collaboration of community-based organizations and city agencies, including the Department of Children, Youth, and Families, the Office of Economic and Workforce Development, the SF Unifi ed School District, the Department of Public Health, the Police Department, and the Juvenile Probation Department.
SERVICE CONNECTORS
Service Connectors on each development site will play a more specialized role in helping families navigate a complex array of public and private services. The service connection model purposefully links residents to specialized services in the surrounding community, and to more general service needs that can be met on-site, such as child care. The service connectors are available to all residents regardless of income, and their goals will necessarily shift over time to refl ect the needs of residents.
COMMUNITY BUILDERS
Community Builders are the centerpiece of the HOPE SF mixed-income housing model. As facilitators, they focus on developing a sense of community among the residents, existing and new, by engaging them on issues of importance and shared interest, such as public safety and neighborhood schools.
During the development process, they work to involve residents closely in site planning. They also work closely with both property management and service connectors to develop and maintain partnerships with community-based organizations.

The Pre-Construction Period
The goal of the pre-construction period is to stabilize existing families so they can take advantage of the unprecedented housing and economic opportunities created by HOPE SF. Services start well before demolition begins to ensure that resident's needs are addressed preemptively, and that support continues throughout the redevelopment process.
ECONOMIC OPPORTUNITY
Our ladder of housing affordability options supports and rewards families moving out of poverty by offering them housing options to fit their budget. Currently, public housing residents on the road to self-sufficiency are caught in a catch-22: they no longer qualify for public housing, yet they cannot afford a market rate home. In the newly revitalized community, these residents can qualify for an affordably priced non-public housing unit in the revitalized community.

In the post-construction period, the Community Builder and Service Connector team will continue their work connecting residents to services, organizing community partnerships, and building resident leadership capacity. Continuity of on-site services will support healthy community growth, just as on-site relocation will prevent neighborhood fragmentation.

Post-Construction Period
The goal of the post construction period is two-fold 1) to maintain healthy resident and community relations in a mixed income environment and 2) to provide individual supports for families, regardless of income, to facilitate personal and economic development.
While long-term services must meet the distinct and evolving needs of each HOPE SF site, two key strategies provide the foundation for service delivery at all developments.
