Board of Commissioners

The Board of Commissioners consists of seven members appointed by the Mayor. The Board of Commissioners and Finance, Development, and Operations Committee oversee the Authority's objectives, policies, and programs related to our residents and participants. 

The Board of Commissioners holds a public meeting every fourth Thursday of the month at 4 pm, unless otherwise noted.

The Finance, Development, and Operations Committee meets every third Wednesday of the month at 2 pm, unless otherwise noted.

Joaquín Torres

Joaquín Torres was elected as San Francisco’s Assessor-Recorder on February 15, 2022. Prior to his election, Torres served as the Director of the San Francisco Office of Economic and Workforce Development since 2018, and has led citywide efforts to mitigate economic hardships on businesses and workers during the COVID-19 pandemic.

Over the years, Torres collaboratively leveraged resources across City departments to create opportunities for all, expand support for small businesses and workers, build capacity and stability for locally rooted nonprofits, and maximize equitable economic and social impact for the benefit of San Franciscan communities, residents, businesses, and neighborhoods. As Director of the Office of Economic and Workforce Development, he provided citywide leadership and coordination for workforce development, business development, neighborhood economic development, film, small business, and development planning.

Torres is also the President of the San Francisco Housing Authority Commission, chairing the oversight body as the Authority and City implemented a re-envisioning process to rehabilitate over 3,400 units of public housing with $750 million in improvements, leading to the transfer of ownership to affordable housing providers to best serve low-income communities.

Previously, Torres has served as Director the San Francisco Invest in Neighborhoods initiative, Director of the Mayor’s Office of Neighborhood Services, and Liaison to the San Francisco Latino and American Indian communities and to Supervisorial Districts Nine and Eleven (largely in the Mission and Excelsior neighborhoods).

Torres is committed to Social Justice and Equity. He participated in the inaugural cohort of the City’s Government Alliance for Racial Equity program, which equips leaders with the framework and tools to transform systems and institutions impacting historically marginalized groups. Currently, Assessor Torres serves as President of the Board of Trustees for the American Conservatory Theatre (A.C.T.) and as a member of the Executive Committee and Equity Advisory Council for the San Francisco Bay Area Planning and Urban Research Association (SPUR).

Torres is a graduate of Stanford University and New York University's Tisch School of the Arts.

Leroy Lindo

Commissioner Leroy Lindo was born and raised in San Francisco where he graduated from Balboa High School and San Francisco State University where he earned his Bachelor of Arts degree in Sociology with an emphasis in juvenile delinquency. He served 32 years in the San Francisco Police and retired as a Commander of Police. The last three years of his career were spent as a Liaison between the San Francisco Police Department and the Housing Authority of the City and County of San Francisco. He also serves as a Board member with Operation Dream, a non-profit organization, that provides toys during the holiday season to children who live in low income communities. He also volunteers with the California Living Campaign where he delivers fresh groceries to seniors on a weekly basis in the OMI community.

Luenna Kim

Luenna Kim is the Chief Human Resources Officer for the San Francisco Department of Public Health.  She has a broad base of experience that spans over 20 years in human resources management, recruiting, and social justice advocacy. She has worked as a human resources director for a large social services agency, a public school district, and a charter management organization. She was also a labor relations manager, a legal recruiter for a Fortune 500 company, and a public defender. Currently, she serves as the Chief Human Resources Officer for the San Francisco Department of Public Health.

In 2019, she was part of a panel of thought leaders who offered an introduction to the topic of unconscious bias - how it impacts the workplace, and what to do about it - at the California Welfare Directors Association Annual Conference.  She holds a bachelor’s degree in psychology from Boston University, and a law degree from Suffolk University School of Law.

Mary Ann Pikes

Mary Ann Pikes was appointed by Mayor London Breed to the San Francisco Housing Authority Board of Commissioners in 2018. She serves as the Senior Resident Commissioner and resides at Sunnydale. She is an alumna of Balboa High School and a San Francisco native who loves the City. Mary Ann is a retiree of Bank of America where she worked 24 years. For over 10 years, Mary Ann has volunteered her time at the Sunnydale Food Bank faithfully every week where she helps hundreds of residents get access to fresh food, vegetables, and fruit.

Mary Ann is a recipient of the Doctor Davis Senior Leadership Award and a graduate of the HOPE SF Sunnydale Community Wellness Program. Most importantly, she is a proud mom of three adult children.
